feat(windows): add /windows endpoint for Windows configuration

Browse Source 
- registry file /windows/tailscale.reg is generated, filling in the
  associated control server URL
- also includes CLI instructions
- fix /apple incorrect template: 'Url' is supposed to be '.URL'
