* WIP AppSetting overhaul

* WIP migrating apps to new settings.

* remove settings, rename tuned => target

* formatting

* Minor fixes

* Fix hang on app load

* run formatter

* PR comment fixes

* Load modulation into receiver model in app_settings

* Run formatter
