gokrazy,tstest/integration/nat: add Gokrazy appliance just for natlab

... rather than abusing the generic tsapp.

Per discussion in https://github.com/gokrazy/gokrazy/pull/275

It also means we can remove stuff we don't need, like ntp or randomd.
