ipn/ipnlocal: set default NoStatefulFiltering in ipn.NewPrefs (#12031)
This way the default gets populated on first start, when no existing state exists to migrate. Also fix `ipn.PrefsFromBytes` to preserve empty fields, rather than layering `NewPrefs` values on top.
