types/netmap: start phasing out Addresses, add GetAddresses method

NetworkMap.Addresses is redundant with the SelfNode.Addresses. This
works towards a TODO to delete NetworkMap.Addresses and replace it
with a method.

This is similar to #9389.

Updates #cleanup
