tailfs: clean up naming and package structure
- Restyles tailfs -> tailFS - Defines interfaces for main TailFS types - Moves implemenatation of TailFS into tailfsimpl package Updates tailscale/corp#16827 Signed-off-by: Percy Wegmann <percy@tailscale.com>
