ipn/ipnlocal: make TestShrinkDefaultRoute hermetic

Browse Source 
Make shrinkDefaultRoute a pure function.
Instead of calling interfaceRoutes, accept that information as parameters.
Hard-code those parameters in TestShrinkDefaultRoute.

Fixes #3580
