cmd/tailscale/cli: restore hidden debug subcommand

The debub subcommand was moved in
6254efb9ef because the monitor brought
in tons of dependencies to the cmd/tailscale binary, but there wasn't
any need to remove the whole subcommand itself.

Add it back, with a tool to dump the local daemon's goroutines.
