In prep for most of the package funcs in net/interfaces to become
methods in a long-lived netmon.Monitor that can cache things. (Many
of the funcs are very heavy to call regularly, whereas the long-lived
netmon.Monitor can subscribe to things from the OS and remember
answers to questions it's asked regularly later)

Run `staticcheck` with `U1000` to find unused code. This cleans up about
a half of it. I'll do the other half separately to keep PRs manageable.

This updates all source files to use a new standard header for copyright
and license declaration. Notably, copyright no longer includes a date,
and we now use the standard SPDX-License-Identifier header.
This commit was done almost entirely mechanically with perl, and then
some minimal manual fixes.

The tests build fine on other Unix's, they just can't run there.
But there is already a t.Skip by default, so `go test` ends up
working fine elsewhere and checks the code compiles.

My spatial memory functions poorly with large files and the vms_test.go
file recently surpassed the point where it functions adequately. This
patch splits up vms_test.go into more files to make my spatial memory
function like I need it to.
