Run `staticcheck` with `U1000` to find unused code. This cleans up about
a half of it. I'll do the other half separately to keep PRs manageable.

This updates all source files to use a new standard header for copyright
and license declaration. Notably, copyright no longer includes a date,
and we now use the standard SPDX-License-Identifier header.
This commit was done almost entirely mechanically with perl, and then
some minimal manual fixes.

Now that Go 1.17 has module graph pruning
(https://go.dev/doc/go1.17#go-command), we should be able to use
upstream netstack without breaking our private repo's build
that then depends on the tailscale.com Go module.
This is that experiment.
