We now allow some more ICMP errors to flow, specifically:
- ICMP parameter problem in both IPv4 and IPv6 (corrupt headers)
- ICMP Packet Too Big (for IPv6 PMTU)

This updates all source files to use a new standard header for copyright
and license declaration. Notably, copyright no longer includes a date,
and we now use the standard SPDX-License-Identifier header.
This commit was done almost entirely mechanically with perl, and then
some minimal manual fixes.

The packet filter still rejects all IPv6, but decodes enough from v6
packets to do something smarter in a followup.
