Go now includes the GOROOT bin directory in $PATH while running tests
and generate, so it is no longer necessary to construct a path using
runtime.GOROOT().

The //go:build syntax was introduced in Go 1.17:
https://go.dev/doc/go1.17#build-lines
gofmt has kept the +build and go:build lines in sync since
then, but enough time has passed. Time to remove them.
Done with:
perl -i -npe 's,^// \+build.*\n,,' $(git grep -l -F '+build')

Now that Go 1.17 has module graph pruning
(https://go.dev/doc/go1.17#go-command), we should be able to use
upstream netstack without breaking our private repo's build
that then depends on the tailscale.com Go module.
This is that experiment.
