Eng Zer Jun	f0347e841f	refactor: move from io/ioutil to io and os packages ... The io/ioutil package has been deprecated as of Go 1.16 [1]. This commit replaces the existing io/ioutil functions with their new definitions in io and os packages. Brad Fitzpatrick	10d7c2583c	net/dnsfallback: don't depend on derpmap.Prod ... Move derpmap.Prod to a static JSON file (go:generate'd) instead, to make its role explicit. And add a TODO about making dnsfallback use an update-over-time DERP map file instead of a baked-in one.
