Tailscale attempts to determine if resolvconf or openresolv
is in use by running `resolvconf --version`, under the assumption
this command will error when run with Debian's resolvconf. This
assumption is no longer true and leads to the wrong commands being
run on newer versions of Debian with resolvconf >= 1.90. We can
now check if the returned version string starts with "Debian resolvconf"
if the command is successful.

This updates all source files to use a new standard header for copyright
and license declaration. Notably, copyright no longer includes a date,
and we now use the standard SPDX-License-Identifier header.
This commit was done almost entirely mechanically with perl, and then
some minimal manual fixes.

The //go:build syntax was introduced in Go 1.17:
https://go.dev/doc/go1.17#build-lines
gofmt has kept the +build and go:build lines in sync since
then, but enough time has passed. Time to remove them.

Debian resolvconf is not legacy, it's alive and well,
just historically before the other implementations.

It seems that all the setups that support split DNS understand
this distinction, and it's an important one when translating
high-level configuration.

wgengine/router.CallbackRouter needs to support both the Router
and OSConfigurator interfaces, so the setters can't both be called
Set.
