Brad Fitzpatrick 3116dbefac util/syspolicy/policyclient: add Client interface to the syspolicy universe ...

This removes the dependency on syspolicy/... from LocalBackend and tailscaled
when ts_omit_syspolicy is true.

Updates #12614
