Brad Fitzpatrick 9699bb0a20 metrics: fix outdated docs on MultiLabelMap ...

And make NewMultiLabelMap panic earlier (at construction time)
if the comparable struct type T violates the documented rules,
rather than panicking at Add time.

Updates #cleanup
