Joe Tsai 152390e80a ipn/localapi: avoid unkeyed literal (#9933) ...

Go has no way to explicitly identify Go struct as effectively a tuple,
so staticcheck assumes any external use of unkeyed literals is wrong.

Updates #cleanup
