Brad Fitzpatrick c48cc08de2 wgengine: stop conntrack log spam about Canonical net probes ...

Like we do for the ones on iOS.

As a bonus, this removes a caller of tsaddr.IsTailscaleIP which we
want to revamp/remove soonish.
