Brad Fitzpatrick 670838c45f tailcfg, control/controlclient: (mapver 16) add Node.Online, MapResponse.OnlineChange
And fix PeerSeenChange bug where it was ignored unless there were
other peer changes.

Updates tailscale/corp#1574
