client/web: update vite and vitest to latest versions (#11200)
Update vite to 5.1.4, and vitest to 1.3.1 (their latest versions). Also
remove vite-plugin-rewrite-all as this is no longer necessary with vite
5.x and has a dependency on vite 4.x.
