Percy Wegmann abab0d4197 tailfs: clean up naming and package structure
- Restyles tailfs -> tailFS
- Defines interfaces for main TailFS types
- Moves implemenatation of TailFS into tailfsimpl package

Updates tailscale/corp#16827
