Created new grpc message `CredentialsCheckError` -
`proto/zitadel/message.proto` to include `failed_attempts` field.
Had to create a new package -
`github.com/zitadel/zitadel/internal/command/errors` to resolve cycle
dependency between `github.com/zitadel/zitadel/internal/command` and
`github.com/zitadel/zitadel/internal/command`.

ListSessions only works to list the sessions that you are the creator
of.

Add options to search for sessions created by other users, sessions
belonging to the same useragent and sessions belonging to your user.
Possible through additional search parameters which as default use the
information contained in your session token but can also be filled with
specific IDs.

OTP Email links currently could not use / include the sessionID they
belong to. This prevents an easy use for redirecting and handling OTP
via email through the session API.

Added the sessionID as placeholder for the OTP Email link template.

The session update requires the current session token as argument.
Since this adds extra complexity but no real additional security and
prevents case like magic links, we want to remove this requirement.
We still require the session token on other resouces / endpoints, e.g.
for finalizing the auth request or on idp intents.

This PR adds support for userinfo and introspection of V2 tokens. Further V2 access tokens and session tokens can be used for authentication on the ZITADEL API (like the current access tokens).
This fix provides a possibility to pass a domain on the session, which
will be used (as rpID) to create a passkey / u2f assertion and
attestation. This is useful in cases where the login UI is served under
a different domain / origin than the ZITADEL API.
