cmd/sniproxy: add port forwarding and prometheus metrics
1. Add TCP port forwarding. For example: ./sniproxy -forwards=tcp/22/github.com will forward SSH to github. % ssh -i ~/.ssh/id_ecdsa.pem -T git@github.com Hi GitHubUser!
