cmd/k8s-operator: add more tests for "normal" paths.
Tests cover configuring a proxy through an annotation rather than a LoadBalancerClass, and converting between those two modes at runtime. Updates #502. Signed-off-by: David Anderson <danderson@tailscale.com>
