wgengine: unify NewUserspaceEngine, NewUserspaceEngineAdvanced
Also rename EngineConfig to Config to avoid wgengine.EngineConfig stutter. Signed-off-by: Brad Fitzpatrick <bradfitz@tailscale.com>
