flake: drop unnecessary fileContents binding

Browse Source 
Since the tailscale derivation already has a `pkgs` binding, we can
use `pkgs.lib`. Alternatively, we could have used `nixpkgs.lib`, as
`fileContents` doesn't need a system to use (anymore?).
