daa5635ba6 tsweb: split promvarz into an optional dependency 
Allows the use of tsweb without pulling in all of the heavy prometheus
client libraries, protobuf and so on.

953fa80c6f cmd/{derper,stund},net/stunserver: add standalone stun server 
Add a standalone server for STUN that can be hosted independently of the
derper, and factor that back into the derper.

Fixes #8434
