This turns the checklocks workflow into a real check, and adds
annotations to a few basic packages as a starting point.

This commit introduces a userspace program for managing an experimental
eBPF XDP STUN server program. derp/xdp contains the eBPF pseudo-C along
with a Go pkg for loading it and exporting its metrics.
cmd/xdpderper is a package main user of derp/xdp.

avoiding allocs/conversions to the legacy net addr types.

This updates all source files to use a new standard header for copyright
and license declaration. Notably, copyright no longer includes a date,
and we now use the standard SPDX-License-Identifier header.
This commit was done almost entirely mechanically with perl, and then
some minimal manual fixes.

The //go:build syntax was introduced in Go 1.17:

gofmt has kept the +build and go:build lines in sync since
then, but enough time has passed. Time to remove them.

Upstream wireguard-go decided to use errors.Is(err, net.ErrClosed)
instead of checking the error string.
It also provided an unsafe linknamed version of net.ErrClosed
for clients running Go 1.15. Switch to that.
This reduces the time required for the wgengine/magicsock tests
on my machine from ~35s back to the ~13s it was before
456cf8a376.
